Media Safety and Journalist Support in the Levant

Journalists and media organisations operating in the Levant face a risk environment that differs fundamentally from most other regions. Political volatility, fragmented authority, constrained medical infrastructure, legal ambiguity and sudden escalation events mean that conventional travel risk management or fly-in safety models are often insufficient.

The Levant Media Safety Initiative was established to provide regionally grounded, execution-focused media safety support for journalists and media organisations working in Lebanon, Syria and Palestine.

The initiative is delivered by Stratum Levant, a Middle East–based risk management and operational delivery organisation with permanent presence in Amman, Beirut and Damascus with support in Ramallah. It is designed to support responsible journalism by combining local access, legal compliance and practical safety execution in environments where preparation and contextual understanding are critical.

Purpose and Approach

The Levant Media Safety Initiative recognises that journalist safety cannot be effectively managed through generic risk assessments, remote coordination or short-term deployments. Instead, safety outcomes depend on preparation, informed decision-making and access to trusted regional capability before an incident occurs. The initiative focuses on enabling journalists and media organisations to operate responsibly by providing practical safety support grounded in the realities of the operating environment rather than abstract risk models.

Guiding Principles

The initiative operates according to a clear set of principles designed to protect both journalists and the integrity of their work.

  1. Editorial independence - Safety support is provided without interference in editorial judgement, content or sources.

  2. Legality and compliance - All support is delivered lawfully, and in accordance with applicable local and international regulations.

  3. Low-profile execution - Safety measures are designed to reduce visibility and avoid drawing attention, prioritising discretion over deterrence.

  4. Informed consent - Journalists and organisations are provided with clear information to support responsible operational decisions.

  5. Do-no-harm - Safety measures are designed to avoid increasing risk to journalists, local staff, fixers or communities.

Who the Initiative Supports

The Levant Media Safety Initiative supports a wide range of media actors, including international and regional media organisations deploying staff to the Levant, freelance journalists operating independently or on assignment, media safety NGOs and press freedom organisations, donors and foundations funding journalism and investigative reporting, and research teams conducting fieldwork in complex environments. Support can be provided at an organisational level or, where appropriate, on a case-by-case basis.

Media Safety Support in Practice

The initiative provides execution-focused media safety support rather than purely advisory services. Pre-deployment preparation may include context-specific security and risk awareness briefings, movement planning and route considerations, medical and emergency preparedness planning and coordination with editors and commissioning organisations.

Training and Capacity Building

Where appropriate, the initiative supports journalist preparedness through training and capacity building. This may include hostile environment awareness for journalists, medical and trauma response training and safety planning for editors and field managers. Training is tailored to the Levant context and avoids one-size-fits-all global models. Stratum Levant currently delivers the only institutionally credible and internationally accredited Hostile Environment & International First Aid Responder (HEFAR) training in the region which is delivered in Amman, Jordan.

Governance, Ethics and Accountability

The Levant Media Safety Initiative operates within a defined governance framework that prioritises accountability, transparency and ethical engagement. All support activities are documented and auditable, while remaining sensitive to the legal and ethical obligations specific to journalism.

Engagement and Partnerships

The initiative welcomes engagement with media organisations seeking responsible regional safety support, media safety NGOs and press freedom bodies, donors and foundations supporting journalism and academic or training institutions. Engagement models are flexible and reflect the diversity of media operating environments and funding structures.
